This message is coming when you create a source list in ME01 and you have not yet maintained an info record.
If you want prevent PO creation without info record., then just active the source list requirement in material master purchasing view, and you are not allowed to create a PO unless you have a source list which in turn cannot be created if you have no inforecord when the message 06341 is set to error.
