There are couple of issues
1- Storage location is not fixed, it is based on Material master indicator.
2- What do you mean by SL3 = ZC
3- Somehow if we give confirmation by calling different scope of check, it will create requirement element at plant level.. For next order at plant level, order confirmation for specific storage location will be part of cumulative qty and stock will not be part of cumulative ATP qty.
4. Could you please share user-exit where you change check control.
