Hi Asif,
After selecting 'Satic IP' option you get new IP address assigned to your instance. This IP will then not change after suspend/resume operation. It takes several seconds to refresh CAL UI and retrieve the new UI. It seems you have clicked 'Connect' before this automatic refresh happened and you were redirected to the old, already released IP. To avoid this you can to refresh instance data by triggering browser refresh (F5).
